FDOT plan sets are highly structured — key sheet, general notes, roadway plans, drainage, TTC, signing and marking, structures — and review is a conformance pass against the FDM, the Standard Plans, and the Basis of Estimates Manual.

This checklist organizes that pass in the order the set is read: administration and notes first, then design, then the citations and quantities that make the set biddable.

Check every Standard Plans citation

Each cited index carries Plan Content Requirements — items the plans must show for the citation to be valid. The FDOT Standard Plans library on this site lists them per index; checking citations against them is mechanical but slow by hand.

Quantities reconcile the set

The summary of quantities is the contract between plans and payment: work shown but not quantified is work done for free; quantities without plan support are questions the contractor will ask anyway. Reconcile both directions.
