FDOT roadway review is unusually codified: the FDOT Design Manual sets the criteria, the Standard Plans supply the details, and the Basis of Estimates Manual defines how items get paid. A review is largely a conformance check of the plans against those three documents.

What a review of roadway plans checks

Typical sections meet FDM criteria — lane/shoulder widths, slopes, clear zone.
Design speed stated and consistent with superelevation and curve geometry.
Superelevation rates and transitions shown for every horizontal curve.
Cross slopes within FDM limits, including at intersections and tie-ins.
Pavement design documented — layer thicknesses match the design or FDM minimums.

Typical sections are the spine

Almost everything hangs off the typical section: widths, slopes, superelevation, clear zone, pavement. A mismatch between the typical section and the plan/profile sheets propagates everywhere — check the typicals first, then confirm the cross sections and plan sheets agree with them.

Standard Plans citations

Citing an index imports its design criteria and its Plan Content Requirements. When a plan cites an index for a condition the index does not cover — or fails to show what the SPI requires — that is a finding.
